Tax follows where the truck ran. Credit follows where fuel was bought.

IFTA applies one fleet MPG across the quarter, estimates fuel consumed in each jurisdiction, subtracts tax-paid gallons purchased there, and settles the difference at that jurisdiction’s rate.
